According to 2006 statistics, the UAE population was estimated at 2.94 million, with a growth rate of 6.5%, while the Abu Dhabi population was estimated at 1.5 million (Abu Dhabi Department of Planning and Economy, 2009). This high growth rate has been due to rapid economic growth, which has attracted large-scale immigration from neighbouring Arab countries, the Indian sub-continent, and the Far East. Economic development led to the adoption of advanced technologies even by criminals, who have undertaken ever more sophisticated crimes related to trade, drugs and money laundering. In addition, changes in lifestyles led to weakening of family ties and resulting in many people living alone and isolated. As a result of these changes, the ADP realized that it would have to change its traditional approach in order to improve its performance in preventing crime. More specifically, ADP has made an effort to initiate a Community Policing Program that will engage the mutual participation of the police and the public in crime prevention.
